Headliner: China Posits Partnerships, Power Plays, and (Open Source) Presents!

China’s AI ambitions have shifted into high gear, and the recent trifecta of announcements at the World Artificial Intelligence Conference in Shanghai makes it clear: Beijing is aiming to lead by staking its claim across every layer of the AI stack.

Super‑sized Hardware: Huawei’s CloudMatrix 384
At WAIC, Huawei unveiled CloudMatrix 384—a system packing 384 of its homegrown 910C chips into a “supernode” architecture that, by some metrics, edges out Nvidia’s top GB200 NVL72 offering. It’s more than a performance flex; it’s a statement of chip sovereignty, showing that China can innovate around U.S. export curbs to build its own AI engines. Read more

Open‑Source Ambitions: Zhipu’s GLM‑4.5 Release
Meanwhile, Zhipu AI rolled out GLM‑4.5, its largest open‑source language model to date, designed for intelligent agents. By July 2025 China accounted for over 1,500 of the world’s 3,755 large‑language models—more than any other country—underscoring a strategy of community‑driven innovation rather than walled‑garden development. Global Governance Push: China’s Proposed AI Cooperation Body
But China isn’t stopping at products. Premier Li Qiang proposed creating a new international AI cooperation organization headquartered in Shanghai, aimed at counterbalancing U.S.‑led efforts and ensuring that AI doesn’t become “an exclusive game for a few countries and companies.” It’s a call for inclusive governance—especially for the Global South—that embeds China at the center of AI rule‑making. So what does this mean for the rest of us?
These moves together paint a picture of a nation intent on setting the pace in AI hardware, software, and policy. As CloudMatrix 384 challenges the West’s chip dominance, and open‑source models like GLM‑4.5 proliferate, China is building both the tools and the rules. The big question: will other nations join this China‑led vision of AI cooperation, or double down on their own paths? And as global AI norms take shape, will the global AI market be positioned for another era of multiple major spheres of technical-ideological influence? or will we find a way forward united?
